According to the source on the dataset, CTBUH, Lotte is still currently 5th. You might be alluding to Merdeka 118 in Kuala Lumpur, which will be second tallest when it is officially completed (678m). It is currently classified as "Architecturally Topped Out". This dataset only shows completed towers.

As per the CTBUH site: As this project is architecturally topped out, the data is based on the most reliable information currently available. This data is thus subject to change until the building has completed and all information can be confirmed and ratified by the CTBUH.

A Completed building must fulfill all the following criteria:

  1. Topped out structurally and architecturally
  2. Fully clad
  3. Open for business, or at least partially occupiable
